Harley is an experienced super-villain and gymnast. She specializes in speed over strength and using her quick wit to get her out of situations. She is highly skilled with hand-to-hand combatant and guns but no match against someone like Batman or Deadshot. (Obviously.) She prefers hand guns and then blunt weapons.
She's also very intelligent, almost on the level of a Genius. As Harleen Quinzel she was an expert psychologist, allowing her to take a position at Arkham Asylum at a semi young age. She also proves that she knows just what to say to get under everyone's skin throughout Suicide Squad. She's also a skilled liar, good at mind games and unexpected.
Harley is insane and has a "physiologically indomitable will". She is invulnerable to fear and intimidation.
